Tax or No Tax? Essay There are many distinguishing differences among credit unions and banks. The most controversial and prominent is the differences in taxation of the two institutions. While banks are required to pay all taxes of any corporation, credit unions are except from having to pay federal and state income taxes. Most banks and associations that govern them are pushing for the federal government to require credit unions to pay full income taxes. The most common arguments in favor of credit union taxation are the unfair market that credit unions create because of tax exemption, the federal government is loosing valuable income from the tax-exempt status, and if saving and loan cooperatives should have to pay taxes then so should credit unions. The first reason banks want credit unions to be forced to pay income taxes is to create a fair market of competition between the two institutions. Keith Leggett, a senior economist with the American Bankers Association, argues that community credit unions have a competitive advantage over community banks due to their exempt status. He supports this claim by giving several examples, showing that over the last 21 years, the market share of household assets controlled by banks and savings institutions fell by more than half, from 27 percent to 12.7 percent, while credit unions actually grew in assets. He goes on to show that in some communities, credit unions are actually larger than banks and control more of the market. Leggett claims that this control and their success while banks have failed can be attributed to their exempt status. Opposing this argument, credit unions claim that they are completely different institutions than banks and should not be governed and taxed in the same manner. Credit unions claim that it is not an equal comparison when claiming that tax exemption is unfair for credit unions and not banks. Credit union are member owned cooperatives, with a volunteer board of directors, unlike banks who have their shareholders and board members interests in mind before those of their customers. Credit unions are considered not-for-profit because all profit at the end of each period are paid to the members (depositors), rather than shareholders. They also claim that they do not pose any threat to banks, considering credit unions account for less than 5% of financial assets, and the largest bank alone has assets greater than those of all 9,400 credit unions combined. These differences put credit unions in a completely different category than banks and the two cannot be compared. I agree with the credit unions view on this issue, considering their major differences between the institutions causing difficulty in judging the fairness of the rules governing them. The second major reason that the banking community believes that credit unions should be taxed is the creation a higher income for the federal and state governments. Bankers believe that the extra revenue generated by the government would benefit all citizens and would be a positive move for everyone. Leggett again argues for taxation claiming that the revenue from the income taxes Californias credit unions could exceed $10 million annually, and even more in states such as New York. While he does not give exact figures, he also points out that the federal government would also greatly benefit from income tax revenue of credit unions. While credit unions agree that taxation would give extra revenue for public works, they argue that they are already providing a public good by offering lower loan interests rates and high dividend rates on deposits, specifically assisting lower-income citizens. The Credit Union National Association (CUNA) claims that, if credit unions were subject to income taxes, customers would be required to pay higher feesand the victims of such pressures would be small loans, financial counseling, and small share draft accounts and loan rebates. It is explained that the American employees defined a quality part as â€Å"one that was built to specifications.† The authors report that, when Ford employees were asked as to where the specifications came from, â€Å"employees pointed to the process engineers.† The process engineers stated that these came from the product engineers. The product engineers believed that making a specification more precise would raise quality, but at a higher manufacturing cost and therefore they wrote specifications compromising between acceptability and cost. Fords engineers later found that though Mazdas parts were four times likely to deviate from specifications, â€Å"there was much less variability form part to part.† The holistic thinking of the Mazda workers appeared to be the primary reason for superior performance. ISO 9001: 2008 quality management systems 2 is intended enable organisations to deliver quality products or services while continually improving and enhancing customer satisfaction. The standard is structured to adopt the â€Å"Process approach,† and is based on eight principles described in the publication that stands updated as ISO 9000 (2005) 3. General findings about the standard Scope and application of ISO 9001:2008 The standard can be applied to all types of organisations irrespective of type, size or nature of the product, as the requirements in the standard are generic in nature. An organisation has the freedom to implement the requirements in the standard â€Å"for internal and external benefits.† It is also open to the organisation to decide on whether or not they seek certification. 9 The Process approach adopted in ISO 9001:2008. There are numerous processes and sub-processes in an organisation operated by functional and cross functional groups. Improvements may be in the form of reduction in cycle time, reduction in cost, increase in throughput or in the form of decreasing the variations within the processes. HR policies in the company should be oriented to optimally improve employee involvement. As a basic step the wants and needs of employees have to be recognised. These can be achieved by motivating and appropriately empowering them to take their own decisions. Involvement can be improved by better communication with the workforce on customer requirements, communication of companys policies and objectives, providing training to update and improve job knowledge etc. (4) Process approach A process transforms inputs to outputs (ISO 9005: 2005.p.7). For the process to achieve the desired results, appropriate resources and controls are necessary. A holistic approach is required to get optimum results in terms of quality and cost, which means that the entire resources of functional teams should work with the common defined objective, without individual functions applying their own norms. The example of Ford Motor Company given in the introductory part of this research paper reveals the reported failure of the company to adopt a holistic approach. The process approach requires clearly defined roles of employees with a defined agenda and clear understanding of organisational policies and customer requirements. (5) Systems approach to management An organisation creates value for its customers. The contributions to value addition come from different functional groups. Value creation or addition also takes place in the entire supply chain. Therefore the organisation will be able to add value by facilitating the links in the supply chain as well. OR (10.Ibid.p.163) gives the example of Wal-Mart deriving advantage from the entire supply chain by using a â€Å"sophisticated computer-based information system that improved the output of many other activities such as distribution, purchasing and warehousing.† The systems approach uses benchmarking and data analysis to improve quality of products and services through various means. (6) Continual improvement Any organisation will require continual improvement for sustaining business in a highly competitive environment. Therefore this has to be a permanent objective. It calls for aligning activities of the organisation with organisational plan and making employees aware of the plans, providing training for them to realize that it is everybodys business. Benchmarking performance indices and communicating these to all and motivating them to achieve the set goals leads to continual improvements. (7) Factual approach to decision making A system generates data and this data requires to be transformed into useful information. This is possible through systematic analysis of these data. Effective decisions can be made by use of analysed data. Data and information should be maintained in a readily retrievable form to take correct decisions. (8) Mutually Beneficial Supplier Relationships An organisation and its suppliers are interdependent. If the relationship is maintained on a continuing basis the potential available with the suppliers can be fully exploited. Product improvement can take place from the initiatives of either side. Implementation of ISO 90012008 in Organisations The method of implementation of the system in an organisation venturing for the first time will involve the following steps as paraphrased from a document retrieved from Internet. 14 The proposal is to be considered a new project and resources have to be identified and earmarked for implementation. First a senior member of the management has to be placed as â€Å"Management Representative,† with responsibilities as described in clause 5.5.2 of the standard, that include developing implementing and maintaining the system. A steering committee comprising members from different functions should be constituted to work as a team for implementation of the project. The Management Representative is to be formally trained to take up the responsibilities. Other members and employees in general will require awareness training. This shall be arranged. The organisation has to formulate its Quality Policy as per requirements given in section 5.3 of the standard and measurable objectives originating from the policy have also to be identified as given in clause 5.4.1. The documentation requirements as given section 4.2 in the standard include: * A Quality Manual addressing all the requirements in the standard. * Procedures stated as essential in the standard besides procedures considered necessary by the organisation. * Records to evidence effective operation of the standard. The documentation hierarchy and guidance on preparation is available in ISO 10013. 15 Section 4.2.3 and 4.2.4 in the ISO 9001:2008 standard defines the controls prescribed for documents and records. Documents provide information for performing work and records evidence the performance of work. Section 8.2.2 of the standard prescribes Internal Quality Audits. Trained personnel are required for this. Nominating Auditor candidates and training them also forms part of the implementation project. Auditors can derive guidance form ISO 19011.16 Once the documents and records are in place, internal audits shall be performed according to a plan. Audit findings call for corrective and/or preventive actions as per requirements in clauses 8.5.2 and 8.5.3 of the ISO 9001standard. It is understandable that the growth rate will be higher when a system is newly introduced and the growth stabilises after the initial growth to a lower level. The survey however reveals that it is popular in all the countries in the wor ld. Limitations of the study The study has only scanned accessible secondary data and no attempt was made to verify published research findings through primary data collection. However, the study has relied on multiple sources and therefore should be credible. As such, the study may also be considered balanced in as much as differing opinions have been reported. Conclusions The eight quality management principles that formed the basis of ISO 9001:2008 standards are well conceived and these take the standard to a TQM level. Organisations implementing the standard with the objectives of fully realizing the potentials can expect overall benefits and continual improvements in quality of products, services and customer satisfaction. Organisations implementing the system half heartedly are unlikely to realize the quality related potentials. The Scarlet Letter shows many types of sin. Some is only sin in the Puritan eye, some is internally blamed sin and some is sin only defined back in the time period of pre-Romanticism. Three main characters; Hester Prynne, Reverend Arthur Dimmesdale, and Roger Chillingworth are the 'sinners' of the Nathaniel Hawthorne's The Scarlet Letter. Nathaniel Hawthorn gives each one very different a consequence and remedy for each ones sin. Hester is publicly punished right away, Dimmesdale has to dwell on his sin for years and Chillingworth is punished abruptly when his sin comes to an end. Each punishment is different and holds its own lesson. Hester was forced into the marriage of a man she did not love, and after being separated for a long amount of time, she became attracted to another man. She then falls into a spell of passion with Reverend Dimmesdale. She then becomes pregnant with Dimmesdale's baby, obviously revealing her 'sin'. She is sent to the Scaffold to be mocked by all and is forced to reveal the father of the child. She refuses and then for her sins, received a scarlet letter, "A" which she had to wear upon her chest for the rest of her life in Boston. She wondered the streets and was given bitter looks from all. This was the Puritan way of punishing her for her then criminal action of adultery. The Scarlet Letter on her bosom does the exact opposite of that which it was meant for. Eventually, Hester upsets all the odds against here due to her courage, pride and effort. Hester goes beyond the letter of the law and does everything asked of her in order to prove that she is "able"(158). Hester, even though she was more appreciated by the Puritans, she still was not respected and her life was never the same. This eventually caused so much mental and physical anguish that she eventually questioned why she should live if it weren't for her Pearl. Pearl was a bundle of life sent from god to remind her of her wrong doing each and every moment and as a walking sermon to preach against sin for others. The symbolic Pearl helped Hester overcome her guilt. Hester becomes a highly respected person in a Puritan society by overcoming one of the harshest punishments, the scarlet letter. After Dimmesdale's passing away, she remains in the small Boston town as payment of her sin and more importantly as an example to other future women of the town.
